I have done some testing and taken some data and it appears that the villager AI is broken.

From the Minecraft wiki a villager that holds a profession should work from 2000 (8am) ticks through until 9000 (3pm) ticks. They then gather around the bell until they go to bed at 12000 (6pm) ticks and wake at 10 (6am) ticks to start the day cycle again.

On the server the villagers don't start working until 5500 (11.30am) ticks which means their productive work time is reduced by 3500...

The requirements do not reset though - Is this the way it is intended to work? You may as well make them unrepeatable if this is the case as after a few repeats they are simply not worth doing any more.
