I've already reported this to the staff team, but thank you for reporting! As for the /fly in the end, the reason why we do not have it is because there are end fortresses in the end with elytra, and with /fly you can easily find them all and ruin the prices of elytra! You have fly in the nether because nether fortresses really don't have any unique treasure in them compared to the end. Thank you for reporting again!
They allow you to be able to "fly" (glide) through the air and it's very helpful as you can glide faster through the air than normal flight speed, and it also allows you to fly farther down faster compared to /fly!
